Accessibility

The Mescal-J6 Fire District wants everyone in our community to be able to find meeting notices, public records and services on this website, including people who use screen readers, keyboards, magnification, captions or other assistive technology.

Our standard

This website is built to meet the Web Content Accessibility Guidelines (WCAG) 2.1, Level AA (external website). This is the technical standard in the U.S. Department of Justice rule for state and local government websites under Title II of the Americans with Disabilities Act. Special districts such as ours must meet it by April 26, 2028, the date set when the Department of Justice extended its deadlines in April 2026.

This website was last reviewed for accessibility on . We check every page with two automated testing tools and with scripted keyboard, zoom, text spacing and color contrast tests, and we review the site again whenever pages or documents are added. Our work includes:

  • a “Skip to main content” link and clearly labeled page regions;
  • menus, accordions, filters and forms that work with a keyboard alone, with a visible focus outline;
  • online forms with visible labels, grouped questions, required fields marked in words, clear error messages that link to each problem, and no time limits or CAPTCHA tests;
  • text, buttons and form fields that meet minimum color contrast ratios;
  • pages that reflow without sideways scrolling on small screens and when text is enlarged to 200%;
  • text descriptions for meaningful images;
  • document links that state the file type, and the file size where known, before you open them;
  • no moving, flashing or automatically changing content.

What this covers, and what it does not

The standard applies to the pages of this website and to the documents and recordings we post. Some content is outside it or is still being improved:

  • Archived content. The Public Records Archive and the Public Notices Archive hold records posted before July 1, 2026. They are kept only for reference, research and recordkeeping and are not updated. Many are scanned documents. We will provide any of them in an accessible format on request.
  • Documents posted before our new publishing process. Many agendas, minutes, financial reports and policies were posted as scanned or untagged PDF, Word or PowerPoint files. Some of these may not work well with screen readers. The District is converting the documents people use most, starting with current-year records and the forms used to apply for jobs or request records. Until then, we will provide any document in an accessible format on request.
  • Online forms. The online public records request form and the online employment application are part of this website and built to the same standard. You can also request records or apply for a job by email, by mail or in person.
  • Third-party content. Some links lead to services run by other organizations, such as Zoom (online meetings), Facebook and Nextdoor, Google Maps directions, mobile email apps, the Arizona Department of Environmental Quality, Pima County, the U.S. Forest Service and our email provider. Those services are outside the District’s control and may not meet the same standard. A few older documents open a download page on our current website instead of the file itself; we will send any of them to you on request.

New documents

From the launch of this website, new agendas, minutes and reports will be published as tagged, accessible PDF files made from our accessible templates, with headings, reading order, document language and table headers set. If you find a new document that does not work with your assistive technology, please tell us.

Meeting recordings

Some older meeting audio recordings are posted without transcripts. A transcript of any recording is available on request (see below).

New meeting recordings will be posted together with the written minutes of the meeting. The minutes record the Board’s actions, but they are not a word-for-word transcript, so for each new recording we will also post a transcript next to the audio file. Recordings that have a transcript show a “Transcript” link beside them.

Report a barrier or request an accessible format

If any part of this website or any document is difficult to use, or you would like a document in another format (such as an accessible PDF, a Word document, large print, plain text, or a transcript of a recording), or read to you by phone, please contact us. Tell us:

  • the name of the document or the page where you found the problem;
  • what went wrong, or the format you would like; and
  • how we should reach you or send it to you.
  • Accessibility contacts: Denise Serna or Chief Edward Nied
  • Phone: (520) 586-4690 (Mon, Wed & Thurs, 8:00 am – 4:00 pm)
  • Email: [email protected]
  • In person or by mail: Mescal-J6 Fire District Administration Office, 98 N. Oak Dr., Benson, AZ 85602 (by appointment only)
